Buses whose injection is known to be zero, and so constrain the solve.
A bus carrying neither load nor any source injects nothing, which is a constraint the estimator can use as though it were a perfect measurement. Every table of generation must be consulted, not just the loads: declaring a bus with an external grid or a generator on it as zero-injection asserts a constraint that is false, and the estimate then satisfies it at the expense of the measurements that are true.
