Classify a per-unit voltage against fixed limits: (colour, label).

A threshold-anchored status scale rather than a continuous colormap: a colormap normalises to whatever range the data spans, so a healthy feeder sitting entirely within 0.97-1.00 pu would still be painted end to end.
